LED Blinker
Create a simple LED blinking module using a counter. The LED toggles when the counter overflows.
Constraints
- Counter must be 24 bits.
- Reset clears LED to 0 and counter to 0.
- Toggle LED on overflow.
- Synchronous logic only.
