Solve this problem

Simulate a round-robin scheduler with a fixed time quantum and report each task's completion time and total waiting time.

Constraints

Tasks are (name, arrival_time, burst_time) tuples.
Quantum is a parameter.
A task arriving while the queue is active joins the back of the queue.
Return a dict mapping name to (completion, waiting) times.
The CPU idles when no task has arrived yet.
No external simulation libraries.
